All building limitation are set just to make target practice work properly. Breaking these limitations is safe and won`t lead to breaking the mod or the game, but will make target practice work not as expected.

Please note, this only goes for Target Card mats. This means that you can build the same version of these mats and targets in the same settlement without any limits. You also can use only 1 target for multiple mats of the same type. Please note, that if you build many targets, each settler will choose the closest target ( to the current mat) to shoot.
